About this question

Why in news

In the 138th episode of Mann Ki Baat on 27 September 2026, the Prime Minister said data of over 32 crore families has been recorded in the first phase of Census 2027. He added that over 2.6 crore people have self-enumerated on mobile phones without uploading documents.

Why for UPSC

UPSC tests the institution behind an exercise (which ministry, which Act) and the static constitutional link a current event revives. Here that link is Article 82 and the post-2026 delimitation freeze.

Prelims summary

Census 2027 is India's first digital census, run under the Census Act, 1948 by the RGI (Ministry of Home Affairs).
Self-enumeration needs no document upload.
Its figures matter beyond planning because the 84th Amendment tied the next delimitation under Article 82 to the first census after 2026.
