The Coastline India Once Called Wasteland Just Got a Price Tag

For most of the twentieth century, Indian planning documents had a name for mangrove swamps: wasteland. Between the 1950s and the 1980s, large stretches of India's mangrove cover - including significant portions of the very Pichavaram forest now being valued - were drained, embanked or converted for paddy cultivation and shrimp aquaculture, because a swamp that produced no measurable output had no defensible place in a development plan.

It took the 1991 Coastal Regulation Zone Notification to formally recognise mangroves as ecologically sensitive and worth protecting in law. It took until 2022 for Pichavaram to receive Ramsar wetland status, an international label of ecological importance.

Neither step, however, gave a mangrove a number a finance ministry could actually use.

Balasubramanian's valuation does something the 1991 notification and the 2022 Ramsar tag never attempted: it converts Pichavaram's ecological functions into a rupee figure that can sit inside the same cost-benefit spreadsheet as a proposed port or highway.

The ₹2,485.38 crore total economic value is not primarily about visible resources like fisheries or ecotourism - the bulk of it, ₹1,612.40 crore, is "blue carbon" stored not in the trees themselves but in the waterlogged sediment beneath them, at 251.14 tonnes of carbon per hectare.

That distinction matters: soil carbon is invisible to a site visit and was, until this study, invisible to policy as well.

Where the Pattern of Protection Breaks Down Here

Regulatory protection (CRZ, 1991) and symbolic recognition (Ramsar, 2022) both depend on someone choosing to enforce or honour them - and enforcement against a "wasteland" has historically been weak, which is precisely why India lost so much mangrove cover even after the 1991 notification existed.

A monetary valuation changes the terms of that fight structurally: a proposed project that would destroy Pichavaram now has to be weighed against a documented ₹2,485 crore asset in any environmental impact assessment, not an intangible ecological argument that can be waved away as sentiment.

This is the fourth stage in a decades-long argument over what a mangrove is worth - first nothing, then a regulated category, then an internationally recognised wetland and now, finally, an asset with a number attached.

Why This Reframes the Next Coastal Infrastructure Fight

The real significance of this valuation is not academic. It is a template - any of India's other mangrove systems, from the Sundarbans to Bhitarkanika, can now be subjected to the same ecosystem service valuation methodology, arming conservationists and regulators with a number rather than an appeal for the next port, highway or aquaculture proposal that threatens them.
