Karnataka's Tulu Decision Follows a Script Written in Hyderabad, Not Mangaluru
The move follows years of advocacy for Tulu, an independent Dravidian language spoken by nearly two million people across coastal Karnataka and northern Kerala, which the Census has long recognised but which remains outside the Eighth Schedule of the Constitution. It raises fresh questions about how Article 345 is used by states and about the gap between a Cabinet announcement and actual legal force.
