What it has struggled with, since 2019, is a quiet structural contradiction: India's most fertile land is also the land most competed over - by food production and, increasingly, by solar parks.

Every acre given to panels has historically meant an acre taken from the plough. PM-KUSUM 2.0's agrivoltaics component is the first serious attempt to resolve that trade-off rather than manage around it. The Actual Mechanism, Not Just the Buzzword Agrivoltaics is not solar-with-a-nicer-name.

It works because panels are elevated on raised structures, high enough for tractors and harvesters to operate underneath and spaced to let enough sunlight through for the crop below to survive. That engineering detail is the entire point: it converts land use from either-or into both-and.

Under the government's framing, a farmer under PM-KUSUM 2.0 can draw income from three separate streams simultaneously - selling the harvested crop, selling surplus power to DISCOMs and saving on diesel that would otherwise run irrigation pumps.

Why This Is the Real Bottleneck Being Addressed Ground-mounted solar parks require large contiguous plots and acquiring them has meant either diverting agricultural land outright or facing local resistance and delays - a friction point that has slowed India's decentralised renewable capacity for years.

Agrivoltaics does not solve every land-acquisition problem in Indian solar expansion, but it removes the sharpest version of it: the case where a farmer must choose between his livelihood and a lease payment. By keeping land ownership with the farmer and channelling the scheme through FPOs, cooperatives and panchayats rather than private developers alone, PM-KUSUM 2.0 is targeting the specific link that broke in earlier renewable pushes - local buy-in at the point of land use, not merely national capacity targets.

What Still Isn't Resolved The diagnosis should not tip into uncritical optimism. Agrivoltaic structures carry meaningfully higher upfront capital costs than standard ground-mounted arrays, since the raised, load-bearing framework is a separate engineering cost on top of the panels themselves.

Crop selection under partial shade is not universal - shade-tolerant crops perform well, but staple grain yields can be more sensitive, meaning the model works better for some farmers and regions than others. And funding for the scaled installation this component demands has not yet been detailed alongside the announcement itself.

Nearly 29 lakh pumps have already been solarised under PM-KUSUM's earlier phases, showing implementation capacity exists - but pump solarisation and land-shared solar-cum-farming infrastructure are different orders of complexity.

Why This Matters for the Exam For GS3, the lesson is precise rather than general: agrivoltaics is a case study in resolving competing land-use claims through engineering design rather than policy trade-offs alone - a template worth remembering whenever a question pits agricultural land against infrastructure or energy expansion.
