IN-SPACe's job was specifically to separate those roles: let ISRO focus on national missions and deep-space work while private players get an actual regulatory pathway to build, test and fly. The Indian Space Policy 2023 then formalised that separation.
Vikram-1 attempting orbit is therefore not just Skyroot's engineering milestone - it's the first real stress test of whether that 2020-23 regulatory unbundling actually produces a company capable of reaching orbit or merely one capable of sub-orbital demonstrations that never convert into a real launch business. What "maturation" actually means here. A sub-orbital hop can be funded as a proof-of-concept.
