A River-Sharing Authority Built for Good Years, Tested in a Bad One
The target was never in question: the Supreme Court's 2018 order fixed Tamil Nadu's share at 177.25 TMC and Karnataka's at 284.75 TMC and set up the Cauvery Water Management Authority to enforce exactly that split. The data this year shows something the formula was never actually written for - Karnataka's own reservoirs running short of what farmers there need, at the same moment Tamil Nadu's Samba acreage has already fallen from 5.3 lakh to 4.5 lakh acres for want of water.
Both states are short. The allocation formula assumes at least one of them has enough to spare.
Where the Framework Actually Breaks The
CWMA's mandate is a fixed-ratio one: release so many TMC, at so many cusecs, on a fixed calendar. That works when total flow into the basin is close to normal. It breaks down precisely in a deficit year, because the Authority has no separate, pre-agreed distress-year formula - no mechanism that says, when total basin inflow falls below X, both states' shares shrink proportionally or drinking water gets a specific statutory priority over irrigation.
Instead, what is actually happening is ad hoc bargaining: Karnataka appealing to cut its releases from 12,000 to 10,000 cusecs, Tamil Nadu pushing the Supreme Court to hold the line at 12,000 and Bengaluru's Stage VI project - an additional 6 TMC a year for a growing city - competing directly with Mandya's farmers for the same upstream storage.
None of this is illegal. All of it is happening because the institution was never given rules for exactly this situation.
Two Constituencies, One Reservoir This is
also not simply an inter-state fight - it is an intra-state one hiding inside an inter-state one. Karnataka's own rotational-release decision pits its drinking-water obligation to Bengaluru against its irrigation obligation to Mandya's paddy farmers, before the water even crosses into Tamil Nadu.
That means the CWMA's distress-year gap isn't only about Karnataka versus Tamil Nadu - it's about whether any single state can even internally prioritise between a city's tap and a farmer's field once the reservoir stops being big enough for both.
That is the actual exam-relevant insight here: India's interstate river water institutions were designed around the assumption of adjudicating shares of a flow that exists. What is being tested in 2026 is whether they can adjudicate shortage itself - and right now, in the Cauvery basin, that adjudication is happening through Supreme Court appeals and rotational rationing rather than through any rule the CWMA was actually built to apply.
