The trough's southward bias didn't happen despite the northeast's dry spell; the two are the same event, described from two different vantage points. A trough that favours Gujarat is, by definition, a trough that is starving Assam and Nagaland of the moisture it would otherwise be carrying.
There's a genuine complication worth naming, because a parallel that holds too cleanly is usually wrong: the northeast's high baseline rainfall means its 31.9% deficit still works out to 45.2 cm in absolute terms - more than central India's 39 cm and the south peninsula's 23 cm despite neither of those regions carrying anywhere near that percentage shortfall.
So this is not simply "the northeast is now dry." It is a region whose enormous normal rainfall makes even a large percentage deficit still substantial in absolute water received - which is exactly why percentage-based deficit reporting, on its own, systematically understates how much moisture some regions are actually missing relative to what their ecosystems and agriculture are built around.
