A Nuclear Scientist Who Decided the Real Reactor Was the Village In 1975, M.P.

Parameswaran did something that made very little career sense. He had a PhD in nuclear engineering from Moscow, a permanent post at the Bhabha Atomic Research Centre and eighteen years inside one of the most prestigious scientific institutions independent India had built.

He walked away from all of it to join a small Kerala outfit called the Kerala Sastra Sahithya Parishad - at the time, little more than a Malayalam science-writers' collective founded in 1962. This is not a story about a scientist who lost interest in science.

It is the story of a scientist who decided science was being kept in the wrong place.

The Same Question, Asked Twice a Century Apart

India had faced this exact question before, in a different register, in the decade after 1947: newly independent, badly under-literate and unsure whether scientific modernity could actually reach the village or would stay confined to institutes like BARC itself.

The first-generation answer was top-down - build the institutes, train the elite, let knowledge trickle outward. By the 1970s, KSSP and Parameswaran after 1975, were betting on the opposite theory: that scientific temper could not trickle down, it had to be organised from below, village by village, in the local language.

That bet paid off in a way institutional science rarely gets to claim. Working inside the National Literacy Mission, KSSP mobilised volunteers, street theatre and door-to-door campaigns until Ernakulam was declared India's first fully literate district in 1990 - the same year KSSP won the UNESCO Literacy Award.

It was the Ernakulam model, not a BARC laboratory, that became the template Parameswaran then carried nationwide through the Bharat Gyan Vigyan Samiti.

Where the Comparison Breaks Here is

where the parallel with the 1950s stops holding and it is the more interesting half of the story. Nehru-era science policy assumed the state would carry knowledge to the people. Parameswaran's mid-1990s turn went further: he argued that if ordinary people could be organised to teach each other to read, they could also be organised to plan their own development - an argument that gave ideological cover to Kerala's 1996 experiment in decentralising planning power down to panchayats, drawing explicitly on E.F.

Schumacher's "Small Is Beautiful." That is a genuinely different claim from literacy work - it is not "bring science to the village," it is "let the village govern itself using the same organising method." Not every state took that leap and Kerala's version of decentralisation remains unusually deep precisely because a people's-science movement, not a planning commission, built the organisational muscle for it first.

The exam-relevant insight is not "KSSP did good work." It is that India's most durable grassroots governance reforms have tended to grow out of movements that were not originally about governance at all - they were about something smaller and more patient, like teaching a district to read.
