Unemployment Climbs to 5.4% Even as India's Economy Grows - Young Urban Women Hit Hardest

India's GDP keeps climbing quarter after quarter. So, now, does the share of its young urban women who cannot find a job at all.

Summary

India's overall unemployment rate for people aged 15 and above rose to a four-quarter high of 5.4% in April-June 2026, up from 5.0% in the previous quarter, according to Periodic Labour Force Survey (PLFS) data released by MoSPI.

The rise was broad-based across rural and urban India, but female youth unemployment (ages 15-29) climbed sharpest, hitting a series-high of 19.6%, up from 17.7% a quarter earlier. Overall youth unemployment also touched a series-high of 15.9%.

Around 566 million people aged 15 and above were employed during the quarter, of whom 402 million were male and 164 million female.

The 5.4% Number Hides Where India's Growth Story Actually Breaks Down A headline unemployment rate of 5.4% sounds like a modest statistical wobble.

It isn't, once you stop reading it as one number and start asking who inside it is losing the most ground. Zoom into the same data release and a very different figure appears: 19.6%. That is the unemployment rate for urban women aged 15 to 29 right now - nearly one in five and a series-high for the Periodic Labour Force Survey.

The aggregate number moved half a percentage point. This specific group's number jumped almost two full points in a single quarter.

Why Growth Isn't Reaching This Group

The mechanism matters more than the headline. India's GDP growth in recent years has leaned heavily on capital-intensive manufacturing and high-skill tertiary sectors - IT services, finance, corporate professional services.

These sectors expand output without expanding headcount at anywhere close to the same rate; a data centre or an automated plant adds far less employment per rupee of output than a garment unit or a construction site did a decade ago.

That is the mechanical link between "the economy grew" and "unemployment still rose"

  • growth and job creation have partially decoupled. Why urban young women feel this first. For a young man, the informal sector - gig work, retail, construction - still functions as an imperfect but real fallback when a formal job doesn't materialise. For a young urban woman, several of those fallback options are effectively closed by safety concerns around late shifts and unpredictable hours, limited independent mobility and an unpaid care-work burden at home that most male peers don't carry. So when the formal, skill-matched roles that growth is supposed to create don't appear in enough volume, urban young women don't simply shift into the informal safety net the way young men often do - many drop out of active job-seeking altogether or stay counted as unemployed rather than underemployed. The PLFS captures this exact group being squeezed from both directions at once.

  • Now With the Ground-Level Picture Attached Read the 5.4% figure again with this mechanism in view. It isn't a uniform, economy-wide slowdown - rural unemployment moved by half a point, urban young women's by nearly two. That gap is the real story: an economy still generating aggregate output, but generating it in forms - capital-intensive, tertiary, geographically concentrated - that structurally exclude the demographic with the least flexibility to chase whatever jobs are actually opening.
