Warm Words, No Sectors: What the 25th SR Round Actually Delivered

What Neither Side Wanted to Name Start with

what each side actually needs from this round, not what either said about it. China needs Xi's Delhi visit - his first in seven years - to look like the capstone of a genuine thaw, not a photo-op papering over an unresolved border.

India needs the same optics for the opposite reason: a stable border lets Delhi keep its strategic attention on the economy and on managing Pakistan, without a second active front. Both governments, in other words, have identical short-term incentives to sound like progress is being made.

Neither has an incentive to actually name where that progress is. That is the real story inside the 25th SR round's language. Look closely at what was said: both sides "held in-depth discussions on advancing border delimitation negotiations." Neither statement - not the MEA's, not the Chinese Foreign Ministry's - named a single sector of the LAC where delimitation was agreed, proposed or even under active negotiation.

Compare this to last year's round, where both sides announced a working group to explore "early harvest" delimitation in some areas. A year later, that working group has produced consensus language, not consensus sectors.

This is not failure - it's calibration. Naming a specific stretch of contested territory, even provisionally, creates a domestic political liability on both sides before either government is ready to absorb it. Doval's own language gives this away more than he probably intended.

He called the relationship "steadily returning to normalcy"

• a phrase that describes atmosphere, not settlement. Jaishankar's remark last week, that 2020 to 2024 was "a particularly bad patch," implicitly frames the current period as merely post-bad-patch, not post-dispute. What has genuinely moved is the connective tissue around the dispute: resumed Kailash Manasarovar Yatra pilgrimages, functioning border trade passes, direct flights, eased visa curbs. What has not moved is the dispute itself and more than 50,000 troops remain deployed on either side of the LAC as a reminder that "normalcy" here is a managed condition, not a resolved one. For India, this is not a weak outcome - it is the intended one. A summit-ready China that needs stability more than India does, at this particular moment, gives Delhi negotiating leverage it did not have during the 2020-24 standoff. The strategic read is not "talks failed to deliver delimitation"
• it's "neither side needed delimitation this round; both needed the appearance of momentum and got exactly that." Understanding SR talks requires reading past the joint statement's vocabulary to what each government was actually calculating before Xi lands in Delhi - and on that count, this round did precisely what it was designed to do.
