The Case That Self-Reliance Is Working

Concrete capacity exists today. The Prime Minister pointed to semiconductor plants already operational and exporting, not merely planned. Legal architecture has moved. The SHANTI Act, 2025 broke a six-decade-old restriction on private participation in nuclear power under the Atomic Energy Act, 1962 - a genuine structural shift, not rhetoric. Funding is committed, not promised. The Rs 20,000 crore Nuclear Energy Mission outlay is budgeted and the BSMR-200 and SMR-55 reactors are in active design at BARC.

The Case That the Gap Is Real

The scale problem is arithmetic, not opinion. India's operational nuclear capacity is 8.7 GWe. Reactors under construction and in the pre-project stage add roughly 14.6 GWe more. Even if every one of those is commissioned on schedule, India reaches barely a fifth of the 100 GWe target for 2047. The SMR programme is still at demonstration stage. Three reactor types are being designed for demonstration, with a target of five indigenous SMRs only by 2033 - seven years out and demonstration is not deployment. "5-8 more" semiconductor plants "in the coming years" is not a delivery timeline

  • it is the kind of phrase that, in past self-reliance announcements, has stretched well past its implied horizon.

Where This Leaves Us

TAN's position is that the framing itself - self-reliance as protection against supply-chain weaponisation, not economic isolation - is the correct strategic instinct and the legal and budgetary groundwork (the SHANTI Act, the Nuclear Energy Mission) is real, not cosmetic.

But the claimed timeline for converting that groundwork into delivered gigawatts and fab-scale semiconductor output is not yet supported by the numbers in the government's own data. The instinct is sound; the pace being claimed for it is not yet earned.

What would change this assessment is a Nuclear Energy Mission progress report, in the next two to three years, showing SMR designs moving from demonstration to construction - not further announcements of intent.

The Ordinary Citizen's Stake This is not an

abstract policy debate. The chips inside a citizen's phone and the electricity powering their home increasingly sit at the mercy of decisions made in Washington, Beijing or Taipei. Self-reliance, done right, is what stands between that citizen and a future where a foreign export-control order can quietly decide what India can build or power. Done as rhetoric alone, it protects no one.
