A Full Granary Is Not the

That achievement is real and should not be diminished. But it was built to answer one specific question - how do we grow enough calories - and the question India now faces is a different one: how do we keep growing enough calories, of the right kind, when the climate that made the rice-wheat model work is no longer stable.

The Achievement That Solved a Different Problem The Green

Revolution's genius was narrow and effective: concentrate public investment - irrigation, high-yield seeds, fertiliser subsidy, assured procurement - into a small number of crops and regions and scale output fast enough to end a genuine crisis of scarcity.

It worked. But narrow solutions built for one problem carry the shape of that problem forward, even after the problem changes. Rice and wheat procurement concentrated in specific, often groundwater-stressed geographies, because that was the fastest path to caloric sufficiency in an era when the climate itself was a stable background assumption, not a variable to plan around.

The Problem That Model Cannot Answer

Climate change breaks precisely the assumption the rice-wheat model depended on. Heat reduces wheat yields directly; erratic monsoons produce floods and droughts within a single season rather than a predictable annual cycle; groundwater depletion - accelerated by decades of water-intensive procurement in the same stressed regions - weakens the very irrigation buffers the model relies on.

A system optimised entirely for yield, in a fixed climate, has no built-in mechanism for absorbing an unstable one. This is not a production failure - foodgrain output hit a record high in 2024-25 - it is a resilience failure and the two are measured on entirely different axes.

Optimising for the Right Thing

The response India's food-systems experts are now proposing is not more of the same model scaled further, but a structurally different design principle: diversify procurement across crops and geographies - millets, pulses, oilseeds - so that no single climate shock can compromise the whole system at once and treat climate risk (heat, water stress, storage exposure) as a planning input for the NFSA and PDS, not an externality discovered after the fact.

This is the real shift the essay names: from asking "did we grow enough" to asking "can this system absorb the shock we didn't predict." A full granary answers the first question. It says nothing about the second. India's genuine achievement was solving caloric scarcity; its unfinished task is building a food system that stays secure when the climate stops cooperating with the assumptions caloric security was built on.
