When Assam's Chief Minister recently expressed helplessness over recurring floods, he was describing the limits of a strategy built entirely around reacting after the water rises, never around reducing exposure before it does.
Kerala tells a related but distinct story. In 2011, the Gadgil Committee recommended treating large parts of the Western Ghats as ecologically sensitive, restricting the quarrying and construction that make hillsides unstable during intense rainfall.
The recommendation was shelved under political pressure and a watered-down version followed two years later. Every landslide since has occurred on ground the state was warned about - not by nature, but by its own scientists. Europe's wildfires look, at first, like a different problem entirely - a Mediterranean climate, not a monsoon one.
But the underlying failure rhymes. Rural depopulation meant less grazing to keep undergrowth in check; decades of extinguishing every small fire let combustible vegetation pile up instead of burning off naturally; and housing kept expanding into fire-prone land anyway. Different ecology, same choice: manage the landscape actively or let risk accumulate until a spark becomes a catastrophe.
Why "It's Climate Change" Isn't the Full Answer
Climate attribution science can now tell us, with real precision, how much more intense a rainfall event or heatwave was because of global warming. What it cannot tell us - because it isn't a question the science is built to answer - is why one warmer, wetter event becomes a manageable inconvenience in one place and a fatal disaster in another. That gap is governance. It is embankments instead of floodplain zoning.
It is a shelved committee report instead of enforced sensitive-zone protections. It is fire suppression instead of managed burns.
What Stewardship Would Actually Look Like
The alternative to reaction is not a single global blueprint - it is societies treating known ecological limits as binding rather than negotiable. That means Assam planning around the Brahmaputra's dynamism rather than fighting it indefinitely with embankments alone.
It means Kerala revisiting the Gadgil recommendations with the seriousness their warnings deserved a decade before the landslides arrived. It means Europe managing its landscapes actively rather than waiting for the next fire season to prove the last decade's neglect.
Climate change did not create any of these vulnerabilities. It simply raised the cost of ignoring them.
