Two pieces of infrastructure decide whether a country goes dark in a crisis. Submarine cables are the undersea fibre-optic lines that carry over 95% of all international internet traffic - think of them as the only roads connecting India's internet to the rest of the world's.
India has 22 of them. The US has 115. Internet Exchange Points or IXPs, are different: they're physical hubs where domestic networks hand off data to each other directly, without routing it out of the country and back. More IXPs mean a country's internal traffic - banking apps, UPI payments, government portals - can keep working even if the undersea cables to the outside world go down.
India has 40 IXPs. The US has 209. Put those together and you get the actual mechanism behind India's vulnerability score of 23.4, against the US's zero. It's not that India lacks internet users - at 70% penetration across 1.4 billion people, India has one of the largest online populations on Earth.
It's that this enormous usage rides on comparatively few physical chokepoints. If a small number of India's 22 cables were damaged - and cable damage from anchors, earthquakes or, as seen with recent Red Sea disruptions, geopolitical tension, isn't rare - a large share of the country's international connectivity would be squeezed through whatever remains.
And because India's 40 IXPs are still concentrated mostly around Mumbai and Chennai rather than spread nationally, even domestic traffic doesn't have many alternate routes to fall back on. This is where the US comparison becomes genuinely instructive rather than just a ranking.
The US isn't least vulnerable because Americans use the internet more efficiently - it's least vulnerable because it built enough physical redundancy that no single cable or hub failure meaningfully disrupts the network.
Indonesia, despite being a developing economy like India, has more than triple India's submarine cables (72) precisely because its geography as an archipelago forced early investment in maritime digital connectivity. For India, this matters directly because of what now runs on this infrastructure: UPI alone processes billions of transactions monthly and an increasing share of government services now assume continuous connectivity.
