Working inside NASA's Moon Base effort gives ISRO direct, hands-on experience in exactly the hardest parts of a human lunar mission - life support for extended stays, surface habitation and long-duration crew operations - that India cannot easily generate on its own within this decade.
India has already accepted the Artemis framework's premises; declining a concrete cooperation opportunity now would forfeit real technological learning without changing India's underlying commitment to the Accords.
The Case For Staying Wary
The counter-argument does not dispute the value of the technology. It disputes the terms. The Artemis Accords are increasingly read as a US-led bloc rather than a neutral international regime - China and Russia sit outside it entirely, building a competing International Lunar Research Station.

If ISRO's 2040 mission architecture becomes built around NASA-supplied systems and NASA-controlled protocols, India inherits not just capability but vulnerability - to future technology-denial regimes, export controls or a simple change in Washington's priorities.
Where This Leaves Us
TAN's position is that India should join the Moon Base programme, but on a specific and narrow condition: participation must be structured around discrete, bounded technology-transfer and training components tied to ISRO's own 2040 architecture, not open-ended integration into NASA's systems.
The deciding consideration is that hands-on human-spaceflight experience has real, non-substitutable value for a programme with no other current path to acquiring it quickly - but that value only holds if it accelerates an independent ISRO capability rather than replacing one.
The version of this decision that would change our position is one where cooperation on the Moon Base becomes a precondition for meeting the 2040 target itself, rather than an accelerant of it. At that point, the collaboration would have stopped serving India's goals and started substituting for them.
