Two Borrowed Maps, One Battlefield: The Real Story Behind Kargil's GPS Problem
Long before a handheld GPS ever confused an IAF pilot over Kargil, India's maps were already built on foreign measurements. In the 1830s, Sir George Everest, then Surveyor General of India, fixed a mathematical model of the earth's shape - the Everest Spheroid - to anchor the Great Trigonometrical Survey.
It became the backbone of Indian cartography for the next century and a half. It was a colonial instrument, inherited rather than built and independent India kept using it because replacing an entire national survey system is neither quick nor cheap.
That inheritance collided with a second, newer foreign standard in May 1999. The handheld GPS sets issued to pilots flying Operation Safed Sagar were calibrated to WGS84, the American military-designed coordinate system underpinning the global GPS network.
WGS84 and the Everest Spheroid describe the earth slightly differently and in the mountains above Kargil, that difference showed up as real, dangerous positional error - compounded further by Washington's own deliberate degradation of civilian GPS accuracy to roughly 100 metres, a policy called Selective Availability, still in force at the time.
Pilots like then-Wing Commander Birender Singh Dhanoa had no choice but to physically mark Army-issued coordinates onto 1:50,000 paper maps, count contour lines by hand and fly to a precise altitude before releasing a single bomb - all inside the lethal envelope of Pakistani shoulder-fired SAMs.
This is not the first time an Indian military campaign has run into the gap between someone else's measurement of the world and India's own maps - but it is where the pattern breaks. The Everest Spheroid was a 19th-century instrument India simply kept using, never truly owning the alternative.
Kargil's GPS problem produced a different kind of response: not continued dependence, but the political will to build the Indian Regional Navigation Satellite System, later branded NavIC, a sovereign satellite constellation India designed, launched and controls outright.
Where the 19th-century gap was managed for generations by inheritance, the 1999 gap was closed by a fifteen-year sovereign build. That distinction is the real lesson for anyone tracking India's security establishment. A country can absorb one borrowed system indefinitely if the cost of dependence stays hidden - as it did for a century of colonial-era surveying.
It takes a battlefield, with pilots recalculating coordinates by hand under enemy fire, to make that cost visible enough to finally build an alternative. NavIC exists not because India resented using foreign infrastructure in the abstract, but because a specific set of pilots over a specific set of mountains in May 1999 could measure exactly what that dependence cost, in minutes, in altitude and in risk.
