THE MANDATE ARRIVED BEFORE THE FACTORIES DID A
domestic-content rule sounds like a straightforward win for local industry - until the local industry it depends on doesn't exist yet at the scale the rule assumes. That's exactly what's happening in India's solar sector.
Since June 1, module makers have been required to use domestically made cells. India's own government data shows the country can assemble 200 GW of solar panels a year but produce only 27 GW of the cells that go inside them - and even that number overstates real output, since effective operating capacity is closer to 16-18 GW once idle and underperforming plants are excluded.
WHO IS ACTUALLY CAUGHT IN THE GAP
Icon Solar's Shailendra Shukla expected to produce 3.2 GW this year. Without enough domestic cells, he's staring at roughly 1 GW instead - production cut to less than a third - because the eight-month wait for domestically made cells makes the "compliant" panel almost double the cost of the Chinese-cell version his firm is now barred from using for government-linked work.
He isn't an outlier: nearly a third of India's 140 small and medium module makers, representing 60% of the country's assembly capacity, have stopped production entirely.
WHY THE EXIT ROUTE IS ALSO CLOSING
Normally, a domestic-content policy buys time by letting industry build up capacity while protected from cheap imports. That bridge only works if the technology to build cell factories is available. It largely isn't - China controls over 80% of the global solar manufacturing supply chain, including the polysilicon, wafer and cell-making equipment Indian firms would need to scale up.
China has been curbing exports of exactly this manufacturing technology, which is why analysts at EUPD Research estimate the capacity gap will take three to five years to close, not the six months the government initially expected.
THE POLICY LOGIC THAT PRODUCED THE SHORTAGE
This is the mechanism worth understanding for the exam: the Approved List of Models and Manufacturers order blocks cheap Chinese cell imports to force domestic manufacturing forward, but domestic manufacturing was never going to appear on the mandate's timeline - the same country supplying the cells also supplies the technology to make them and it has reason to slow both.
The December 2026 extension for some projects buys certain developers time, but the underlying supply gap and the smaller manufacturers falling through it, remains unresolved. For UPSC, the real lesson isn't "protectionism is bad" or "protectionism is good"
- it's that import substitution only works when the domestic capacity being protected can actually scale within the protection window. Here, the window closed faster than the factories could open.
