Rule as Written: Section 22 Puts the Burden Downstream, Not Upstream Section 22 of the Representation of the People Act, 1950 does not stop a Form 7 from being filed easily - it compensates for that ease by placing the real safeguard later in the process, at the Electoral Registration Officer's desk.

The ERO "shall not" delete an entry without conducting an inquiry and giving the concerned elector "a reasonable opportunity of being heard." In plain terms: the law accepts that filing will be cheap and assumes verification will be careful.

The entire integrity of the system depends on that second half actually happening.

Where Godda Shows the Real Safeguard Working
