Four low-pressure systems originating in the Bay of Bengal persisted for 26 days in August - well above the climatological average of 16.3 - but their rainfall stayed largely confined to the Indo-Gangetic Plain as they moved west-northwest and weakened before reaching central and southern India.
Frequent Western Disturbances added to this concentration rather than spreading it, interacting with the same northern and eastern corridors.
Where This Breaks Down for Planning, Specifically
The implementation gap here isn't in forecasting skill - the IMD's July 31 outlook for a below-normal August "matched" what actually happened at the national level. The gap is in what a national or even state-level forecast can operationally tell a district agricultural office trying to decide on crop-insurance triggers, water-release schedules or drought-relief eligibility.
A framework built around one number for the whole country cannot, by construction, flag that Odisha needs a completely different agricultural response than a southern peninsula district losing more than a quarter of its expected rain in the same month.
As El Niño intensifies through September, per the IMD's own projection, this spatial concentration is likely to sharpen rather than average out - meaning national deficit figures will keep understating risk in the worst-hit pockets while overstating it in surplus regions.
To be fair to the system: India does have district-level rainfall data and hazard mapping infrastructure. What's missing is triggering agricultural relief and planning decisions off that granular data by default, rather than the headline national or state percentage that dominates both media coverage and, often, policy framing.
For the exam, the sharper insight isn't "monsoon is deficient this year"
- it's that a benchmark built for a single national verdict is structurally unsuited to a monsoon that is increasingly deciding its winners and losers at the district level and agricultural policy needs to catch up to that spatial reality specifically, not just to the aggregate one.
