A prize catch, twice over In 1963, at 24, Ramamurti Rajaraman had just finished a PhD in nuclear theory at Cornell under Hans Bethe - a Manhattan Project veteran and future Nobel laureate. In Cold War terms, in a world hungry for nuclear physicists, he was exactly the kind of talent American institutions wanted to keep.

He returned to India anyway. When he found himself unable to focus without a clearer sense of purpose, he went back to Cornell, then to Princeton's Institute for Advanced Study on Robert Oppenheimer's own invitation - as prestigious a scientific address as existed anywhere in 1968.

And in 1969, he came back again - this time surrendering his Green Card outright, explaining later that he knew he'd keep visiting if he kept it. Why the second return mattered more than the first The first return, in 1963, was reversible - and it was reversed.

The second wasn't, by design. That distinction is the real institutional story here. India in 1969 was not offering Rajaraman anything close to what Cornell or Princeton could: equipment, funding, a global physics community down the hall.

What it offered instead was Delhi University's physics department and later IISc and JNU - institutions that existed, but were still being built, staffed and legitimised. Rajaraman's choice to teach in that thinner ecosystem, rather than research in a richer one, is what "national service" concretely meant for a scientist of his calibre in that decade: not sacrifice as gesture, but sacrifice as labour - building the institutions a later India would take for granted.

What this costs and what it built The trade-off was real. Rajaraman himself, six decades later, still regretted the specific advice - from C. Rajagopalachari, urging him toward physics over social service - that shaped his path.

But the compounding effect of scientists making this same calculation across the 1960s and 70s is what gave Delhi University, IISc and later JNU their physics faculties at all, at a moment when India had almost no domestic capacity to train its own theoretical physicists.

Rajaraman went on to become a leading voice on nuclear safety and disarmament policy in South Asia - work that required exactly the domestic institutional base his return helped build. For GS1, the brain-drain story usually gets told as a loss statistic.

Rajaraman's file is the other half of that story: what it actually took, individually and repeatedly, to reverse it before "reverse brain drain" became a government scheme with a name.
