Officially, construction time for these frigates has fallen from 95 months to 75 months. That's not a rounding improvement. That's nearly two years shaved off building one of the most complex machines a country can make.
Why Warships Are Slow By Nature A frigate isn't a car on an assembly line. Traditionally, shipbuilding is sequential - you lay the keel, then build upward and outward, one stage waiting on the last, for years. Delays compound because nothing downstream can start until everything upstream is finished.
That's why India's older warship programmes routinely stretched past a decade. What Actually Changed Project 17A broke that sequence using something called Integrated Construction - building the ship in large hull blocks simultaneously, in different bays, each one pre-outfitted with piping, cabling and equipment before the blocks are even joined in the dry dock.
Instead of one long queue, you get several shorter ones running in parallel, meeting at the end. Simulation-based design let engineers catch integration errors before steel was cut, not after. But construction speed alone doesn't explain the compression - bureaucracy does the other half.
Every warship needs an Acceptance of Necessity (AoN) from the Defence Acquisition Council before procurement even starts. AoNs have historically been where Indian defence projects lose years, not months. The Navy's ability to secure these clearances on schedule for Project 17A and the parallel Project 15B destroyer programme meant shipyards weren't sitting idle waiting for paperwork while capacity went unused.

The limit of this story, though, is worth naming honestly: process compression works brilliantly for a proven design template repeated across a class of ships. It hasn't yet been tested on a genuinely new, unbuilt platform - the next-generation destroyers now being planned will be the real test of whether Integrated Construction scales beyond a design the yards have already learned to build.
For the exam, the lesson isn't "India builds ships now." It's that India's defence procurement bottleneck was never really engineering capability - it was sequencing and clearances. Fix those and the same yards suddenly build faster.
