But SSLV was designed by the state and its production licensed out to Hindustan Aeronautics Limited for Rs 511 crore - the state still owns the design, still sets the terms. Rival AgniKul Cosmos is chasing sea-recovery reusability with its Agnibaan Mission 02, meaning India's private sector is still racing to catch a technology that already reshaped launch economics elsewhere. Liberalisation created the conditions for a private rocket to exist; it hasn't yet produced the reusability or scale that makes launch genuinely cheap.
