It's a placeholder that has quietly become the operating reality for over a year, with no announced date for when the actual study - ground-truthing by the National Centre for Sustainable Coastal Management - will be finished.

Who Is Actually Caught in This Gap

A resident who has owned an approved 2,400 sq ft plot since the 1980s cannot rebuild his ageing house. A joint-venture redevelopment in Velachery that would have generated municipal revenue has stalled. None of these residents are the ones who shrank the marsh - that happened through decades of large-scale statutory approvals, dumping at Perungudi and infrastructure expansion that predates their individual homes by years.

The interim buffer, in trying to stop future harm, has landed almost entirely on people who did nothing to cause the original damage, while offering no faster timeline for the pollution and drainage interference that ecologists say is the actual ongoing threat to the marsh's hydrology.
