The Mechanism: Money Doesn't Create Work. Rules Do.

A rural employment guarantee scheme doesn't function through its budget allocation alone - it functions through a specific administrative chain: Rules define eligible works, empower Gram Panchayats and Block officials to sanction them and only then can a labourer demand and receive work under the legal guarantee.

VB-G RAM G's Bill passed Parliament in December 2025, but the Ministry only released draft Rules for public consultation in May 2026 and finalised them at the end of June - just before the scheme's July 1 launch. For the entire April-to-June window, the old MGNREGA framework was technically still in force by default, but in many districts, functionaries simply stopped opening new works, uncertain which regime they were operating under.

The Ministry's own money was sitting in the budget the whole time; what was missing was the specific administrative instruction that turns money into a labourer's actual workday.

Who This Actually Hit

This crash was not evenly spread. Andhra Pradesh, Assam and Telangana saw comparatively small declines, while ten of nineteen major states saw drops between 60% and 85% - and Madhya Pradesh, Uttar Pradesh and Jharkhand, among India's largest and poorest states, saw employment generation come to a virtual standstill.

These are not incidental details; they are the states with the highest concentration of households for whom MGNREGA-type work is not a supplement to income but often the only cash-paying option available during the agricultural slack season.

The Ministry's explanation - that a few states suspended the scheme under Section 6 in parts of July - accounts for a small fraction of total employment and cannot explain a decline visible nationwide from April onward, well before any suspension occurred.
