A reactor design can be excellent on paper, pass every simulation and clear its home regulator's certification - and still not be "operational," because certification and commercial operation are two different milestones.

Certification means a regulator has approved the design as safe. Operation means someone actually built one and it's generating power for paying customers, which surfaces engineering problems no simulation catches. Requiring operational status, not just certification, is a genuinely reasonable safety instinct - you want to buy the reactor that's already proven itself running, not the one still working out its first-generation bugs on Indian soil.

The problem is timing: this is the exact requirement that structurally excludes every Western SMR maker today, purely because none of them has finished the race to "operational" yet, while Rosatom crossed that line six years ago.

Where India Actually Stands

India isn't choosing between "cheap Russian reactors" and "better Western ones" in the abstract - it's choosing between an operational Russian SMR today and Western SMRs that might be operational in a few years. Meanwhile, India's own indigenous PHWRs remain the cheapest option at roughly ₹18 crore per MW-electric, against Russia's ₹34 crore, with Western light-water reactors reportedly pricier still.

So the real strategic question isn't which country's reactor wins on paper - it's whether India should lock in a supplier now, through a rule that happens to favour whoever finished certification first or build a longer runway that lets Western SMRs actually reach "operational" before India commits its next SMR-based data centres and remote grids to a single foreign design.

For an aspirant, the exam-relevant insight is that regulatory language doesn't need to name a country to pick a winner - a neutral-sounding technical threshold, applied to a market where only one player has already cleared it, produces the same result as an explicit preference, without ever writing one down.
