Two Tracks, One Guest List: Why India Invites Pakistan to the SCO While Shutting the Door on SAARC

Somewhere in Islamabad, Aurangzeb Khan Khichi, Pakistan's Minister for National Heritage and Culture, is holding an invitation to an SCO forum in New Delhi that the Indian Prime Minister is expected to inaugurate. If he accepts, he will be the first senior Pakistani minister hosted in India since the hostilities of May 2025. Whether he accepts and who Pakistan sends if he does not, is now a diplomatic signal in its own right.

Summary

India has invited Pakistan's Minister for National Heritage and Culture to the first SCO Civilisational Dialogue Forum, to be held in New Delhi from 20 to 22 November 2026. The forum, proposed by Prime Minister Modi at the 2025 Tianjin summit, brings together culture ministers from all 10 SCO members and 16 dialogue partner and observer countries.

India's ties with Pakistan have been frozen since the 2016 Pathankot and Uri attacks and worsened after Operation Sindoor. Even so, India's obligations as SCO host require it to invite every member. Pakistan has not yet confirmed who will lead its delegation.

WHY IT MATTERS FOR UPSC & STATE PCS

The invitation would make Khichi the first senior Pakistani minister hosted in India since May 2025. It also comes as Pakistan holds the SCO presidency ahead of the summit it hosts in August 2027, where India's level of participation is still undecided.

An Invitation India Had to Send, Calibrated to Cost Little

What this is really about is not reconciliation. India's invitation to Pakistan's culture minister is the cheapest possible way to keep two promises at once: to Pakistan, that there will be no business as usual and to the SCO, that India treats the organisation as more than its bilateral quarrels.

Each Side's Calculation India. New

Delhi has refused SAARC meetings in Islamabad since 2016 and with SAARC stalled, the SCO has become its most important regional platform. The organisation's rules require the host to invite every member, so leaving Pakistan out was never really an option.

What India controls is the level and the subject. A culture minister at a forum on shared civilisation is about as low-key a format as Indian diplomacy offers. It involves no security agenda, no negotiation and no bilateral meeting.

Holding it at a historic site, with Purana Quila reported as the inauguration venue, frames the event as a celebration of heritage rather than a political occasion. Pakistan. Islamabad's interests run the other way. It holds the SCO presidency and hosts the summit in August 2027.

Sending a minister to Delhi lets Pakistan present itself as the reasonable party and creates a claim on India to reciprocate at a meaningful level next year. Declining or sending someone junior, would protect it at home after Operation Sindoor but would weaken that claim.

Either way, Pakistan's choice will tell New Delhi something. The SCO's leading members. China and Russia both want the SCO to work as a functioning bloc. An Indian host that manages its Pakistan problem without disrupting proceedings serves their interest and slightly strengthens India's standing within the group.

The Pattern Behind the Gesture

This two-track approach is not new. India has repeatedly fulfilled SCO obligations even while relations with Pakistan were frozen:

  • Indian delegations attended SCO RATS meetings in Pakistan, including a legal experts meeting in 2018 and the Pabbi-Antiterror exercise in 2021.
  • Bilawal Bhutto came to Goa for the SCO foreign ministers' meeting in May 2023.
  • S. Jaishankar went to Islamabad for the Heads of Government meeting in October 2024.
  • In September 2026, India's SCO National Coordinator Alok Dimri led India's team to the first coordinators' meeting of Pakistan's presidency in Islamabad. The Goa visit is the clearest guide to what to expect. Pakistan's foreign minister attended, the multilateral programme went ahead, there was no bilateral meeting and public exchanges afterwards stayed hostile. The forum is being designed to repeat that pattern: attendance without engagement.

The Real Test Is August 2027

The forum costs little to stage. The harder decision comes when Pakistan hosts the SCO summit. Asked whether the Prime Minister would attend, MEA Secretary (West) Sibi George said only that India deals with the SCO as an organisation and that the level of participation would be decided at the appropriate time.

Hosting a Pakistani culture minister now strengthens India's position for that decision: whatever level India later chooses, it will be able to say it has kept its SCO commitments in full. For the exam, the insight is that India's Pakistan policy is not a single freeze.

It is a deliberate division of forums: no talks bilaterally, minimum required participation multilaterally.
