ISRO would keep the hard science; private companies and PSUs would take over the repeatable, industrial parts, like manufacturing PSLVs or SSLVs once the design is proven. That's not controversial in itself - most mature space programmes eventually separate "R&D agency" from "production line." NASA doesn't build the Falcon 9; SpaceX does.

The problem isn't the direction of the reform - it's that nobody has written down how it happens. IN-SPACe chairman Pawan Goenka said at a public event, not in a policy document, that ISRO "will not manufacture any launch vehicles" going forward.

That is a significant claim about the future of a public institution, made informally, with no accompanying government order specifying a timeline, a legal basis or what happens to the thousands of engineers currently doing that work.

ISRO's own employee associations - representing centres like the Space Applications Centre and the Liquid Propulsion Systems Centre - have now asked their own chairman to confirm in writing whether this is even official policy.

The Mechanism That Actually Matters This is a

"mentor to market" model: ISRO develops a technology, proves it works, then hands it off - the SSLV to Hindustan Aeronautics Limited is the clearest live example. The theory is sound. But a transfer works only if there's a clear point where the baton actually changes hands and clarity for the people currently holding it.

Right now, roughly 120 technologies have moved to industry, yet the workforce building them has no clarity on their own institutional future and no consultation before "irreversible decisions," as the letter puts it.

Compare this to the model defence analysts worry India might drift toward: NASA's total dependence on SpaceX for crewed and cargo launches. ISRO still needs the sovereign capability to launch its own satellites - especially strategic ones - even as commercial routine work moves out.

Analysts like Ajay Lele argue the opening up was overdue, but caution that launch vehicle development itself, not just manufacturing volume, has to stay a core ISRO competence, not something outsourced wholesale. For UPSC, the real exam-relevant point isn't "India is privatising space"
