Quarrying licenses, plantation expansion and road construction have continued inside the same slopes the Gadgil and Kasturirangan reports named as unstable, because state-level economic and political resistance to ESA restrictions has consistently outlasted the recommendations themselves.
A committee report that isn't backed by binding, enforced land-use restriction is a data point, not a policy.
Two Sets of Factors, One Preventable One
Landslides here result from conditioning factors - steep slopes, loose soil sitting on hard bedrock - combined with triggering factors: intense rainfall and human activity. The conditioning factors are geological and effectively fixed.
The rainfall triggers are climate-driven and increasingly unpredictable. But the third variable - quarrying, deforestation and unscientific construction on the same slopes flagged as fragile - is the one variable in this equation that was always within the state's control and is precisely where fourteen years of committee recommendations have failed to translate into enforced restriction.
For the exam, the sharper point isn't "Kerala is geologically vulnerable to landslides"
- that's the given, restated in every news report this week. It's that vulnerability here is compounded, not created, by human decisions that had a documented, decade-old warning attached to them and were made anyway.
